Scott Phelan, Ph.D., PE, P.Eng., SE, serves as President and Chief Technical Specialist for Caprock Engineering, PLLC. He has over thirty years of experience in structural bridge design. He serves on the international American Society of Civil Engineers (ASCE) Transportation & Development Institute (T&DI) Economics & Finance Committee and the PCI Bridges Committee. Scott was recently inducted as an ASCE Fellow for his work that has “celebrated contributions and developed creative solutions that change lives around the world.” Scott earned his Ph.D. from M.I.T. in Civil and Environmental Engineering. He has participated in numerous value engineering studies for the Washington Department of Transportation and Sound Transit of Seattle, WA. He has participated in the design and construction of some of the world's largest concrete segmental bridge projects, including the final design of two world-record bridges.
